Circular 09/2018/TT-BLDTBXH guiding the process of assisting children affected by HIV/AIDS was issued on August 28, 2018. One of the notable contents of this document is the regulation on identifying the assistance needs of children affected by HIV/AIDS.

According to the provisions of Article 6 of Circular 09/2018/TT-BLDTBXH, managers and aides for children affected by HIV/AIDS are responsible for assessing and identifying the assistance needs of children affected by HIV/AIDS according to the following services:
- Health care: Medical examination, treatment, testing for HIV/AIDS status, HIV medication treatment, health insurance card;- Nutritional support: Children who are malnourished or lack food, parents and caregivers lacking knowledge about child nutrition care;- Educational support: Support for children to attend school, books, notebooks, school supplies, uniforms, school fees;- Psychological support: On-site counseling or referral for psychological counseling and therapy at specialized psychological facilities;- Social welfare:- Housing support: Finding substitute caregiving families, adoption, transfer to child protection service facilities or social support facilities. For children living at child protection service facilities, social support facilities need to create conditions for children to live in the community with their parents or relatives (if any) or find substitute caregiving families for the children;- Social allowance regime according to regulations;- Connecting livelihood support programs for the child's family.- Child protection and legal assistance:- Measures to protect children from abuse;- Assist children and families with legal procedures.
The commune People's Committee is responsible for organizing meetings with individuals responsible for managing and assisting children affected by HIV/AIDS, relevant sectors, and organizations to identify the needs of the children, determine priorities, and the services needed to meet the needs of children affected by HIV/AIDS, the services that need to be connected and referred for children.
The Director of the child protection service facility, social protection facility is responsible for organizing meetings with individuals assigned to manage children and related persons under their management authority to identify the needs of the children and the services needed to meet the needs and connect and refer services for children currently being cared for at the facility.
