Circular No. 07/2018/TT-BNNPTNT was promulgated by the Ministry of Agriculture and Rural Development, stipulating the inspection of impurities in shrimp and shrimp products. The document takes effect from August 24, 2018.
According to Circular 07, depending on the inspection carried out by the Inspection Team or by an individual inspector, the handling of violations related to impurities or on-site inspection results concluding that the shrimp batch contains impurities will differ. To be specific:
In the case of Inspection Team:
- Prepare an administrative violation record according to authority;- Seal the evidence and means of administrative violations. The sealing must have the hanging seal of the Inspection Agency, the signature of the head of the inspection team, and a representative of the Facility. The sealing process must be documented in writing. If there is no signature from the facility representative, the sealing must include signatures from witnesses or all members of the team and note in the record "facility representative did not sign the seal, record";- Report to the Head of the Inspection Agency to issue a decision to temporarily hold the evidence and means of violation within no more than 24 hours from the time of sealing.
In the case of an Independent Inspector:
- Prepare an administrative violation record according to authority;- Report to the Head of the Inspection Agency to have appropriate handling measures.
