Dedicated Data Transmission Network of the Communist Party, Level I Government: Which Agencies Does It Connect To?

According to the provisions in Clause 1, Article 1 Circular 12/2019/TT-BTTTT, the specialized data transmission network of Communist Party and State agencies is a nationally important information system, used in the specialized data transmission operations of Communist Party and State agencies (hereinafter referred to as the specialized data transmission network and abbreviated as "TSLCD network"). The TSLCD network includes TSLCD level I and TSLCD level II networks.

The level I TSLCD network is directly managed, operated, and exploited by the Central Post Department and is connected to the following agencies:

- Offices of the Central Committee of the Communist Party, Central Party Commissions, Central Party ministries and departments, agencies of the Central Executive Committee;- Ethnic Council, National Assembly Committees, Office of the National Assembly, agencies of the Standing Committee of the National Assembly;- Office of the President;- Office of the Government of Vietnam, Ministries, Ministerial-level agencies, agencies attached to the Government of Vietnam;- Central Committee of the Vietnam Fatherland Front and central political-social organizations;- Supreme People's Court, Supreme People's Procuracy, State Audit Office;- Provincial and municipal Party Committees; People's Councils and People's Committees of provinces and centrally-run cities.

Additionally, this Circular also stipulates that the level II TSLCD network connects to the following agencies:

- Provincial and municipal Party Committees' departments; District, municipal district, township, and city Party Committees; commune, ward, and commune-level town Party Committees;- District and commune-level People's Councils;- Specialized agencies under provincial and municipal People's Committees; district and commune-level People's Committees;- Provincial and district-level Vietnam Fatherland Front Committees and political-social organizations;- Superior People's Courts; People's Courts of provinces and centrally-run cities; district, municipal district, township, provincial city-level, and equivalent courts;- Superior People's Procuracies, provincial-level Procuracies, and district-level Procuracies;- Regional State Audit Offices;- Other entities as required by Communist Party and State agencies.
