This is one of the prominent contents issued by the Government of Vietnam in Decree 36/2013/ND-CP regarding job positions and the structure of official grades.
Currently, the determination of job positions in agencies, organizations, and units is carried out using a synthetic method.

To be specific, Decree 36/2013/ND-CP stipulates that the determination of job positions according to the synthetic method is the combination of organizational analysis and job analysis, carried out according to the following steps:
- Step 1: Inventory of tasks according to the functions and tasks of the agency, organization, unit (including tasks carried out under labor contract policies according to the provisions of law);- Step 2: Work grouping;- Step 3: Identify influencing factors;- Step 4: Inventory and assessment of the current status of the official staff (quantity, quality, utilization, arrangement, assignment, and performance of tasks);- Step 5: Determine the list and classify the necessary job positions to perform the functions and tasks of the agency, organization, unit (including tasks to be performed under labor contract policies);- Step 6: Develop job descriptions for each job position;- Step 7: Develop competency frameworks for each job position;- Step 8: Determine the corresponding official rank (and leadership, management titles - if any) for each identified job position.
The Ministry of Home Affairs provides specific guidance on the method of determining job positions stipulated in Clause 1 and Clause 2 of Article 7 of Decree 36/2013/ND-CP.
