Circular 05/2018/TT-BCT was issued by the Ministry of Industry and Trade on April 03, 2018, stipulating the rules on goods origin. Notably, it includes provisions on the declaration of the Certificate of Non-Manipulative Goods (abbreviated as CNM).
CNM must be declared in English and typed. The specific contents of CNM declaration are as follows:
- Box 1: Trade name of the trader, address, name of the country;- Box 2: Name of the consignee, address, name of the importing country;- Box 3: Country of origin of goods;- Box 4: Final destination country of goods;- Box 5: Date goods arrive in Vietnam, name of the means of transport and trip number;- Box 6: Date goods leave Vietnam, name of the means of transport and trip number;- Box 7: Description of goods and HS code according to the HS code on the original C/O issued by the first exporting country (if any); marks and numbers of packages;- Box 8: Gross weight of goods or other quantity;- Box 9: Number and date of issuance of commercial invoice;- Box 10: Place, date of application for CNM, and trader's signature (for trader applying for CNM);- Box 11: Place of issuance of CNM, date of issuance of CNM, signature and seal of the issuing authority or organization.
