Conversion of Other Professional Activities into Standard Hours

Circular 07/2017/TT-BLDTBXH stipulates the working policies of vocational education teachers, promulgated on March 10, 2017. One of the fundamental contents stipulated in this Circular is the conversion of other professional activities into standard hours. To be specific:

1. Teaching:

- Teaching multiple classes concurrently with the same program and level, from the third class onwards: 01 theoretical hour is equivalent to 0.75 standard hours;- In the case of necessary combined classes for common subjects: For classes with more than 35 students, 01 hour is equivalent to 1.2 standard hours; for classes with more than 50 students but not exceeding 60 students, 01 hour is equivalent to 1.3 standard hours; for classes with more than 50 students in the subject of national defense and security education as stipulated in Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH, 01 hour is equivalent to 1.3 standard hours;- The time spent designing, improving, and self-creating vocational education equipment (approved by the department level or higher) is converted into standard hours; the principal or director, based on specific conditions, shall determine appropriate conversion rates for standard hours;- Teaching, guiding, and providing professional development for other educators in vocational education institutions: 01 hour is equivalent to 1.5 standard hours;- For educators teaching national defense and physical education, the time spent on sports activities and military training for staff and educators in vocational education institutions is considered teaching time. The principal or director of the vocational education institution will regulate the conversion into standard hours to calculate the teaching load for each educator.

2. Preparing exams, invigilating exams, grading exams at the end of modules and courses:

- Preparing exam papers: 01 written essay exam with an answer key is equivalent to 01 standard hour; 01 multiple-choice exam with an answer key is equivalent to 1.5 standard hours; 01 oral exam with an answer key is equivalent to 0.25 standard hours; 01 practical exam with an answer key is equivalent to 0.5 standard hours;- Invigilating exams: 01 hour of invigilating exams is equivalent to 0.3 standard hours;- Grading exams: Grading written essays and multiple-choice exams is equivalent to 0.1 standard hour per paper; grading oral exams is equivalent to 0.2 standard hour per student; grading practical exams is equivalent to 0.2 standard hour per student.

3. Preparing exam papers, invigilating exams, grading graduation exams:

- Preparing graduation exam papers: 01 written essay graduation exam with an answer key is equivalent to 02 standard hours; 01 multiple-choice graduation exam with an answer key is equivalent to 2.5 standard hours; 01 oral graduation exam with an answer key is equivalent to 0.5 standard hours; 01 practical graduation exam with an answer key is equivalent to 1.5 standard hours;- Invigilating graduation exams: 01 hour of invigilating graduation exams is equivalent to 0.5 standard hours;- Grading graduation exams: Grading written essays and multiple-choice exams is equivalent to 0.2 standard hour per paper; grading oral exams is equivalent to 0.4 standard hour per student; grading practical exams is equivalent to 0.4 standard hour per student.

4. Guiding specialty projects and graduation theses (if any) is equivalent to 15 standard hours per project or thesis; grading specialty projects and graduation theses (if any) is equivalent to 05 standard hours per project or thesis.

5. Guiding internships, practical training combined with productive labor: 1 day (8 working hours) is equivalent to 2.5 - 3 standard hours depending on the nature of the work and specific working conditions.

6. Training educators participating in teaching contests at various levels; training students participating in skill competitions at various levels: 01 hour of training is equivalent to 1.5 standard hours.

7. The principal or director of vocational education institutions shall determine the conversion of other professional activities into standard hours to calculate the teaching load for educators.

This content is stipulated in Article 11 of Circular 07/2017/TT-BLDTBXH effective from July 01, 2017.
