The Ministry of Finance issued Circular 03/2019/TT-BTC on January 15, 2019, specifying the content and expenditure levels for the dissemination of innovation activities.
According to Circular 03, ministries, central agencies, and People’s Committees of provinces and centrally-managed cities are to implement measures to disseminate innovations within their management areas as per legal regulations. The content and expenditure levels are as follows:
- Organizing brokerage services for innovation transfer and other forms of innovation transactions (fairs, exhibitions) to support the transfer of innovations created with state funding, material, and technical means, or those innovations belonging to individuals and organizations lacking the capacity to apply them:
- Organizing brokerage services for innovation transfer: Implement according to current regulations on policies and state budget expenditure norms, payment based on contracts and actual expenses incurred within the approved budget.
- Conducting forms of innovation transactions (fairs, exhibitions):
Circular 03 stipulates that the state budget supports expenditure items such as renting premises (utilities, sanitation, security, protection); transportation and design, booth setup costs; general operating expenses of the organizing committee (general decoration, opening and closing ceremonies, printing documents, and other related expenses).
The maximum support level is 10 million VND per participating unit.
- Organizing conferences and seminars to support the initial implementation, announcement, wide dissemination, and application of innovations (including innovations with broad applicability and great social benefits, managerial solutions, and operational solutions in the administrative and public service sectors of the State, as well as innovations created with state funding, material, and technical means).
