Conditions for Participation in the Selection for Implementing Science and Technology Tasks

On June 26, 2017, the Ministry of Science and Technology issued Circular 08/2017/TT-BKHCN stipulating the conditions for participating in the selection and direct assignment of the implementation of national-level science and technology tasks.

To be specific:

- Organizations operating within the field of the scientific and technological task, possessing a seal and a bank account, are eligible to participate in the registration for selection or direct assignment to lead the implementation of national-level scientific and technological tasks.

- Organizations falling into one of the following cases are not qualified to participate in the registration for selection or direct assignment to lead the implementation of national-level scientific and technological tasks:

- At the time of submission of the registration dossier for selection or direct assignment, they have not yet fully repaid the recovered funds as stipulated in the contract for the implementation of previous national-level scientific and technological tasks;- At the time of submission of the registration dossier for selection or direct assignment, they have not yet submitted the dossier requesting the acceptance evaluation of other national-level scientific and technological tasks they have led, within 30 days from the completion date of the task as per the contract, including any extension period (if applicable);- At the time of submission of the registration dossier for selection or direct assignment, they have not yet completed the registration, submission, and retention of the results of the implementation of other national-level scientific and technological tasks utilizing state budget funds;- If there are violations leading to the suspension of the implementation of other national-level scientific and technological tasks, they are not allowed to register for selection or direct assignment for a period of 01 year from the date of the suspension decision by the competent authority.

Circular 08 also stipulates that individuals registering to lead national-level tasks must simultaneously meet the following requirements:

- Possess at least a university degree;- Have relevant expertise and be active in the scientific and technological field pertinent to the content of the national-level scientific and technological task for the past 05 years, up to the time of dossier submission;- Have the capability to directly organize the implementation and ensure sufficient time to lead the national-level scientific and technological task.

Other special cases differing from the above requirements are decided by the heads of ministries, central authorities, and local authorities.
