Conditions for Official Recruitment Registration

Thu Ky Luat would like to address your concern as follows:

Vietnamese law stipulates that an official is a Vietnamese citizen, recruited and appointed into a rank, position, or title within public service providers, on the payroll and receiving a salary from the state budget; for officials in the leadership and management apparatus of public service providers, the salary is ensured from the salary fund of the public service provider in accordance with the law.

However, not all Vietnamese citizens are recruited and appointed as officials; they must meet specific conditions. To be specific, anyone who meets the following conditions, regardless of gender, social component, belief, or religion, is eligible to register for the official recruitment:

- Holding a single nationality which is Vietnamese nationality;- Being 18 years old or older;- Having an application form; having a clear background history;- Having appropriate diplomas and certificates;- Having good political and ethical qualities;- Being healthy enough to perform the duties;- Meeting other conditions required for the position applied for.

Additionally, individuals who meet all the above conditions and belong to one of the following categories are entitled to priority in official recruitment:

1. Heroes of the Armed Forces, Heroes of Labor, war invalids, people entitled to policies similar to war invalids: Awarded 30 points added to the total examination or selection score;
2. Ethnic minorities, military officers, police officers, professional military personnel, cryptographic sector workers transferring industries, children of martyrs, children of war invalids, children of sick soldiers, children of people entitled to policies similar to war invalids, children of revolutionaries before the general uprising (before August 19, 1945), biological children of resistance activists exposed to chemical toxins, children of Heroes of the Armed Forces, children of Heroes of Labor: Awarded 20 points added to the total examination or selection score;
3. Persons who have completed military service, service for a definite time in the People's Police, youth volunteers, young intellectuals volunteering for rural and mountainous development for 24 months or more and have completed the task: Awarded 10 points added to the total examination or selection score.

Note:

1. The following individuals are not eligible to register for official recruitment:- Those not residing in Vietnam;- Those who have lost or are limited in civil act capacity;- Those criminally prosecuted; serving or having served criminal sentences, decisions not yet expunged; undergoing administrative handling measures in medical treatment facilities, educational establishments.
2. In case an applicant for the official examination or selection belongs to multiple priority categories, only the highest priority points will be added to the examination or selection result.

The above content is specifically stipulated in Law on Cadres and Officials 2008 and Decree 24/2010/ND-CP on recruitment, use, and management of officials.
