On November 30, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 21/2018/TT-BLDTBXH detailing the conditions for high-quality program education.

Circular 21 stipulates that students in high-quality programs must meet all the conditions for studying at intermediate and college levels according to current regulations and must meet the following requirements:

- Have academic results in junior high school and high school at average or above;- Have a minimum entry-level foreign language proficiency of level 2/6 for foreign language and culture majors; level 1/6 for other majors according to Vietnam's six-level foreign language proficiency framework or equivalent;- Foreign students in high-quality programs must have a minimum graduation diploma equivalent to Vietnam's junior high school and high school diplomas, and have Vietnamese language proficiency that meets the requirements of the training program as stipulated by the school principal;- Voluntarily participate in the study, and commit to paying tuition fees according to the regulations of the training institution for high-quality programs.
