Conditions for Converting Military Service Time

Circular 162/2017/TT-BQP was issued by the Ministry of National Defence on July 16, 2017, detailing the conditions for converting service time in the military.

Circular 162 stipulates the conditions for conversion, the conversion rates of working time to calculate the one-time allowance for professional soldiers, defense workers, and public employees when they leave military service or pass away during their service in the Army, as follows:

Time served in the Army is converted at a rate of 01 year being equivalent to 01 year 06 months for the purpose of calculating the allowance when:

- Participating in combat, or serving in combat during the resistance war against France from December 22, 1944 to July 20, 1954; in the Southern battlefield, Laos from July 20, 1954 to April 30, 1975; in the Cambodian battlefield from July 20, 1954 to August 31, 1989; during the destructive war in the North from August 5, 1964 to January 27, 1973 (excluding periods of study, medical treatment, and working abroad);- Participating in combat or serving in combat on the Southwestern border from May 1975 to December 1978; on the Northern border from February 1979 to December 1988. The border area during the war for national defense is calculated as the border district, including border island districts, the Hoang Sa, Truong Sa, and DK1 areas;- Performing international and special missions, searching for and collecting martyr remains in Laos and Cambodia during various periods (excluding those sent for study, diplomatic missions, or economic assignments).- Direct participation in United Nations peacekeeping operations.

Time served in the Army is converted at a rate of 01 year being equivalent to 01 year 04 months for the purpose of calculating the allowance when:

- Working in areas with special allowances of 100%;- Engaged in occupations classified as especially heavy, hazardous, and dangerous labor (Class V, Class VI) as prescribed by law.

Time served in the Army is converted at a rate of 01 year being equivalent to 01 year 02 months for the purpose of calculating the allowance when:

- Working in areas with regional allowances with a coefficient of 0.7 or higher;- Engaged in occupations classified as heavy, hazardous, and dangerous labor (Class IV) as prescribed by legal documents.
