On November 22, 2024, the Minister of Agriculture and Rural Development of Vietnam issued Decision 4100/QD-BNN-TCCB regarding the Vietnam Golden Rice Award​ and the regulations for awarding.

Conditions for awarding the Vietnam Golden Rice Award

The award is presented to collectives, individuals (authors, co-authors) within and outside the Agriculture and Rural Development sector, foreigners working in Vietnam, who comply well with the Vietnam Communist Party's guidelines, policies, and laws of the Vietnamese State and meet the following conditions:

(1) Under the state management of the Ministry of Agriculture and Rural Development of Vietnam, within the product groups specified in Article 3 of the Regulation issued with Decision 4100/QD-BNN-TCCB.

(2) Products participating in the Award must be certified by competent authorities:

- Inventions, patents, and useful solutions: protected by the Industrial Property Protection Certificate issued by the Intellectual Property Department, Ministry of Science and Technology;

- Results of scientific research projects: accepted by competent Scientific and Technological Councils with good reviews, published or applied in practice for at least 3 years up to the application submission time and certified by the Department of Agriculture and Rural Development or the Department of Science and Technology of centrally-run provinces, cities;

- Various agricultural, forestry crops; breeding livestock and aquatic species; agricultural materials, machinery, equipment, agricultural, forestry, fishery products, handicrafts, deployed in production for at least 3 years up to the time of application submission and certified by the Department of Agriculture and Rural Development or the Department of Science and Technology of centrally-run provinces, cities;

- High-quality, reputable agricultural goods products (National OCOP products…) certified by the Department of Agriculture and Rural Development;

- Models of production organization, rural development evaluated, practically tested with economic effectiveness and good influence on the sector, certified by the Department of Agriculture and Rural Development.

(3) Products must score a minimum average of 70 points or above (maximum score is 100) by the specialized Award Council to qualify for submission to the Ministry Council for evaluation and present to the Minister for the Award decision (specific criteria for each product group are stipulated in Form No. 10, 11, 12 issued with the Regulation accompanying Decision 4100/QD-BNN-TCCB).

(4) Complete documentation is required to prove that these products are owned by individuals or collectives. There should be no disputes over authorship rights, no complaints regarding productivity or quality; must be environmentally and human-safe. Additionally, products in the science and technology field must not violate regulations in Article 8 Law on Science and Technology.

(5) For individuals who are entrepreneurs, collectives from enterprises, and other economic organizations, apart from the conditions stipulated in clauses 1, 2, 3, and 4 of this Article, they must also comply with regulations in Articles 66 and 67 of Decree 98/2023/ND-CP.

Procedures for awarding the Vietnam Golden Rice Award

(1) The award process is organized through two levels: the base level and the Ministry level.

- Base level:

+ Formation of the base-level Award Council decided by the Heads of agencies, units;

+ The base-level council's task is to organize, evaluate, select, and nominate products that meet conditions for the Award presentation to the Ministry.

+ In cases where individuals or collectives (authors, co-authors) are not affiliated with any agency, unit, or organization, applications are evaluated directly by the specialized council and Ministry-level council.

- The Ministry level conducts evaluation through 2 rounds:

+ Round 1 (preliminary round): The specialized Award Council established by the Minister, tasked with evaluating, scoring, and selecting exemplary products scoring 70 points or above for the next round.

+ Round 2 (final round): The Ministry-level Award Council, established by the Minister, evaluates and selects products proposed by the specialized Award Council for those eligible for presentation to receive the Award.

(2) Products nominated by the Ministry-level Award Council for the Award will be publicly posted for wide consultation on the electronic portal of the Ministry and the Vietnam Agriculture Newspaper, within 10 days before submission to the Minister for the Award Decision.

The Vietnam Agriculture Newspaper is responsible for promotion, writing articles, reporting, regularly posting in a special section, and promoting the Award in each selection cycle.
