On September 4, 2015, the Ministry of Finance promulgated Circular 142/2015/TT-BTC on the National Price Database. The National Price Database is composed of the following components:
1. The price database of the industry management Ministries is an integral part of the National Price Database.
2. The price database of the Department of Finance of provinces and centrally-run cities: The Department of Finance is the focal point for connecting the price database under local management into the National Price Database, including:
- The price database of goods and services priced by the State, goods and services in the price stabilization list, and price declaration under local authority.- The price database of goods and services in the market price reporting list.- The price database compiled by customs, tax, and public asset management agencies in the locality, connected with the price database of the Department of Finance.- The price database compiled by sector management Departments and the Finance - Planning Divisions of districts, district-level towns, provincial cities, and centrally-run cities; organizations, and individuals in the area participate in providing and updating information.- Other price-related databases (if any) compiled by the provincial Department of Finance and centrally-run cities.
3. The price database of units under the Ministry of Finance:
- The price database of goods and services in the market price reporting list.- The price database compiled and managed by the National Data Center and Services on Prices (under the Price Management Department);- The price database in the customs field compiled and managed by the customs authority;- The price database for resource tax calculation compiled and managed by the tax authority;- The price database of state assets compiled and managed by the public asset management agency;- Other price-related databases (if any).
4. The price database (if any) compiled by organizations and individuals, connected to the National Price Database.
