Circular 33/2017/TT-BGDDT stipulates the standards and procedures for compiling and revising textbooks; the standards for organizations and individuals involved in compiling textbooks; as well as the organization and activities of the National Council for Textbook Appraisal, issued on December 22, 2017.
This Circular specifies the compilation and revision of textbooks as follows:
- The content and form of textbooks must not contradict the laws of Vietnam and must comply with national publishing standards;- The content and form of textbooks must not be biased against ethnicity, religion, occupation, gender, age, or social status.
- The content of textbooks accurately and comprehensively reflects the curriculum of the subject or educational activity, ensuring the fundamental, scientific, practical nature in alignment with Vietnam's reality;- Terms, concepts, definitions, figures, events, and images must ensure accuracy, objectivity, consistency, and relevance to the students' level; figures, events, and images must have clear origins;- New scientific achievements related to the subject curriculum, educational activities must be updated to meet the requirements of international integration and be consistent with the objectives of the subject curriculum, educational activities;- Educational content on national sovereignty, human rights, children's rights, gender equality, sustainable development, environmental protection, and climate change adaptation must be reasonably represented.
- Lessons in textbooks create conditions for teachers to creatively apply methods and forms of organizing student-centered learning activities; provide opportunities and encourage students to be active, proactive, and creative in learning, enhancing the potential of each student;- Lessons in textbooks accurately, fully, and clearly present the level of meeting the required quality and ability standards of students and the evaluation requirements of educational outcomes specified in the subject curriculum, educational activities, forming the basis for the accurate assessment of educational results.
- The structure of textbooks must include the following basic components: parts, chapters or topics; lessons; glossary; table of contents;- The structure of lessons in textbooks must include the following basic components: introduction, new knowledge, practice, application.
- The language used in textbooks is Vietnamese (except for foreign language textbooks and textbooks in ethnic minority languages), ensuring regulations on spelling and grammar, abbreviations, symbols, transcription, and measurement units as prescribed by the Ministry of Education and Training; lucid, easy to understand expressions that accurately convey the intended content, appropriate to the students' age;- The presentation of textbooks must be balanced and harmonious between text and images, systematic symbols, icons, font styles, and sizes;- Illustrations, photographs, tables, charts, maps, and drawings in textbooks must be clear, accurate, up-to-date, aesthetically pleasing, appropriate to lesson content, students' age, and clearly indicate the source of citation.
Circular 33/2017/TT-BGDDT takes effect from February 06, 2018.
