On January 04, 2016, the Ministry of National Defense issued Circular 01/2016/TT-BQP to specifically stipulate cases where ciphering service seniority is not counted.
According to Circular 01, the following cases will not be counted towards the cryptographic service age:
- Cryptographic service personnel who surrender to the enemy or betray the Fatherland.- Cryptographic service personnel who commit crimes and are sentenced to prison by a court and are forced to leave the cryptographic organization by the competent authority, then the time of serving the prison sentence will not be counted towards the cryptographic service age.- Cryptographic service personnel who violate laws on the protection of state secrets and are forced to leave the cryptographic organization.- Cryptographic service personnel who voluntarily abandon their job and do not return to the agency or unit, then the working time in the cryptographic organization before the voluntary abandonment will not be counted towards the cryptographic service age.- Cryptographic students who have graduated and are not assigned jobs within 12 months, from the 13th month onward, will not have their cryptographic service age counted.
