Recently, the Minister of Transport has decided to approve Circular 40/2014/TT-BGTVT which promulgates the National Technical Regulation on Motors used for Electric Bicycles and the National Technical Regulation on Batteries used for Electric Bicycles.
According to Circular 40/2014/TT-BGTVT, manufacturing, assembly, and import facilities for batteries, electric bicycles, and relevant agencies and organizations must strictly comply with the technical regulations for batteries used in electric bicycles. To be specific:
General Requirements:
- The battery must be manufactured exactly according to the design or technical documentation of the manufacturing facility.- Electrode symbols: The positive electrode of the battery must be marked with a plus sign (+), and the negative electrode must be marked with a minus sign (-).- The battery casing must not be deformed or cracked, and all parts must be securely installed.- The markings on the battery must indicate the following parameters: nominal voltage, nominal capacity (C2).
Technical Characteristics
- Nominal Voltage: After testing according to item 1.2.1 Appendix 1 of this standard:
- The total nominal voltage must not exceed 48V;- The measured voltage must not be lower than the nominal voltage value and must not exceed 15% of the nominal voltage value.
- Nominal Capacity: After testing according to item 1.2.2 Appendix 1 of this standard, the measured capacity:
- For lead-acid batteries, must not be less than the nominal capacity value;- For Nickel metal hydride and Lithium-ion batteries, must not be less than 90% of the nominal capacity value.
- Storage Capacity: After testing according to item 1.2.3 Appendix 1 of this standard, the measured capacity must not be less than:
- 85% of the nominal capacity value for lead-acid batteries;- 70% of the nominal capacity value for Nickel metal hydride batteries;- 80% of the nominal capacity value for Lithium-ion batteries.

- Overcharging: During and after testing according to item 1.3.1 Appendix 1 of this standard, there must not be any occurrence of sparks, leakage, fire, or explosion.- Overdischarging: During and after testing according to item 1.3.2 Appendix 1 of this standard, there must not be any occurrence of sparks, leakage, fire, or explosion.- ....
