This is an important content mentioned in Circular 40/2014/TT-BTNMT signed and promulgated by the Minister of Natural Resources and Environment on July 11, 2014, which regulates the practice of underground water drilling.

The scope of groundwater drilling practice is specifically regulated by Circular 40/2014/TT-BTNMT as follows:

- Small-scale groundwater drilling practice involves drilling and installing groundwater wells with casing or lining pipes with a diameter smaller than 110 millimeters and for projects with a flow rate smaller than 200m3/day and night;- Medium-scale groundwater drilling practice involves drilling and installing groundwater wells with casing or lining pipes with a diameter smaller than 250 millimeters and for projects with a flow rate from 200m3/day and night to less than 3000m3/day and night;- Large-scale groundwater drilling practice includes cases not covered by the above definitions.

Note: Organizations or individuals granted a license to practice groundwater drilling at any scale are permitted to practice at that scale and smaller scales; they are allowed to drill, install investigation and survey wells to serve research, assessment, groundwater monitoring, and other purposes, with equivalent diameters as stipulated above.

Details can be found in Circular 40/2014/TT-BTNMT effective from August 26, 2014.
