According to the provisions of Circular 28/2013/TT-NHNN, the State Bank branches, and Transaction Offices are responsible for packaging and sealing counterfeit money. The sealing of counterfeit money is carried out according to the regulations on sealing cash of the State Bank but must be stamped with "COUNTERFEIT MONEY" to distinguish it from genuine money.

Specifically, the packaging and sealing of counterfeit money are carried out as follows:
- Counterfeit cotton money, counterfeit polymer money: 100 banknotes of the same denomination and material are bundled into 1 pack; 10 packs are bundled into 1 bundle (1,000 notes) and sealed. In cases where there are not enough 100 notes, they are put into an envelope (referred to as "envelope packaging") and sealed; if there are not enough 1,000 notes, the notes are still bundled and sealed.
- Counterfeit metal coins: 100 coins of the same denomination are put into a small bag and sealed; 10 small bags are put into a large bag (1,000 coins) and sealed. In cases where there are not enough 100 coins or 1,000 coins, the coins are still bagged and sealed.
Note: Counterfeit money is stored separately in the vaults of the State Bank system, credit institutions, and foreign bank branches.
