Circular 10: Periodic Inspection and Evaluation Dossiers for Protocol Tasks

This is a noteworthy regulation in Circular 10/2019/TT-BKHCN issued by the Minister of Science and Technology, stipulating the management of scientific and technological tasks according to the Protocol Decree.

Currently, the Ministry of Science and Technology signs a contract with the hosting organization to execute the Decree tasks approved according to the Contract Template regulated in Circular 05/2014/TT-BKHCN dated April 10, 2014, issued by the Minister of Science and Technology on the "Template Contract for Scientific Research and Technological Development."

According to provisions in Article 19 of Circular 10/2019/TT-BKHCN, the procedures for inspection, periodical evaluation, adjustment, and termination of the Decree tasks contract shall comply with the regulations in Circular 04/2015/TT-BKHCN dated March 11, 2015, issued by the Minister of Science and Technology, governing the inspection, evaluation, adjustment, and termination of contracts during the execution of national-level scientific and technological tasks using state budget funds.

Specifically: the periodical evaluation and inspection dossier of Decree tasks includes:

- Documents as regulated in Clause 1, Article 8 of Circular 04/2015/TT-BKHCN;- Original report on international cooperation of the Decree task (Form No. 14 of the Appendix issued with this Circular).

Adjustments related to foreign partners must have written confirmation from the foreign task leader.

The dossier for terminating the contract for Decree tasks execution includes:

- Documents as regulated in Clause 2, Article 22 of Circular 04/2015/TT-BKHCN;- Copy of the written confirmation from the foreign partner (in case of errors from the foreign side);- Original document from the Vietnamese hosting organization notifying the foreign partner about the contract termination (in case of errors from the Vietnamese side).
