Circular 07/2017/TT-BLDTBXH: Regulations on Reducing Teaching Hour Standards

Circular 07/2017/TT-BLDTBXH stipulating the working policies of vocational education teachers was issued on March 10, 2017. According to the guidance content of this Circular, the policies on reducing the teaching hour norms are specifically stipulated as follows:

1. For teachers engaged in management work:

- Teachers serving as class chairpersons or academic advisors: Granted a 15% reduction in teaching hours per class.- Teachers in charge of specialized classrooms/practice workshops: With dedicated staff, granted a 10% reduction in teaching hours per room; without dedicated staff, granted a 15% reduction in teaching hours per room.- Teachers concurrently in charge of the library: Granted a 15% to 30% reduction in teaching hours.- Teachers concurrently serving as department heads and equivalent positions: Granted a 15% to 20% reduction in teaching hours.- Teachers serving as heads of faculties, stations, farms, and equivalent positions: Granted a 30% reduction in teaching hours; deputy heads of faculties, stations, farms, and equivalent positions are granted a 20% reduction in teaching hours.

Based on actual conditions, the number of teachers, the number of students, and the scale of the library, the Principal/Director decides the rate of hour reduction for positions as stipulated in point c, point d, clause 1, Article 10 of Circular 07/2017/TT-BLDTBXH.

2. Teachers concurrently engaged in Communist Party or mass organization work:

- Teachers concurrently serving as Communist Party Secretaries at the grassroots level of vocational educational institutions or grassroots branch secretaries of vocational educational institutions, Chairpersons of School Boards, Boards of Directors: Grant a 20% to 30% reduction in teaching hours; teachers concurrently serving as deputies of the above positions or secretaries of School Boards, Boards of Directors are granted a 15% to 20% reduction in teaching hours.

Depending on the scale of the vocational educational institution, the number of members in each organization, after consulting with the Communist Party and mass organizations, the Principal/Director decides the rate of hour reduction for the respective positions within the stipulated limits;

- Teachers engaged in part-time union work in vocational educational institutions enjoy policies for reducing teaching hour norms as stipulated in Circular 08/2016/TT-BGDDT;- Teachers who are officers of the Ho Chi Minh Communist Youth Union, Vietnam Student Association, and Vietnam Youth Union at the school level enjoy policies for reducing teaching hour norms as stipulated in Decision 13/2013/QD-TTg;- Teachers concurrently holding multiple positions are granted a reduction in teaching hours based on the highest level applicable.

3. No reduction in teaching hours as stipulated in points a, b, c clause 1 and clause 2 Article 10 of Circular 07/2017/TT-BLDTBXH apply to officials and public employees managing public employee departments, divisions, and specialized and professional units as stipulated in clause 5 Article 5 and clause 2 Article 8 of this Circular.

4. Reduction in teaching hours regime for other teachers:

- Teachers engaged in study and skill enhancement exceeding the stipulated time are granted 14 hours per week of study, training.- Teachers during their probationary period are granted a 30% reduction in teaching hours.- Female teachers with infants under 12 months old are granted a 15% reduction in teaching hours.- Teachers during maternity leave or long-term medical treatment are granted a reduction in teaching hours proportionate to the duration of social insurance benefit leave relative to the required teaching hours as stipulated in point a clause 1 Article 4 and point a clause 1 Article 7 of Circular 07/2017/TT-BLDTBXH for each level of education.

Circular 07/2017/TT-BLDTBXH takes effect from July 1, 2017.
