Circular 03/2017/TT-BKHCN has been issued by the Ministry of Science and Technology to amend and supplement Circular 07/2014/TT-BKHCN, which specifies the procedures for determining national-level scientific and technological tasks using the state budget. The document takes effect from May 19, 2017.
Regulations on the composition of the advisory council have been amended and supplemented by Circular 03 in a more streamlined manner, specifically as follows:
- The advisory council shall consist of 05 to 09 members, including a chairman, vice-chairman, and other members. The chairman, vice-chairman, and council members are experts in science and technology, economics, or experienced management officials from sectors, fields, and enterprises expected to benefit from the research results. Among them, at least 02 members with in-depth expertise in the council will act as peer reviewers for each project proposal.- Heads of ministries, central authorities, and local authorities, based on the content of the project proposal, shall decide the number of members and the composition of the council.- For complex project proposals or those with specific requirements, heads of ministries, central authorities, and local authorities may decide the number of members and the composition of the council different from the above regulations.
