Change in Organizational Structure of the Ministry of Foreign Affairs effective from March 03, 2020

On March 03, 2020, the Government of Vietnam issued Decree 29/2020/ND-CP amending Article 3 of Decree 26/2017/ND-CP regulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs.

Pursuant to Article 1 Decree 29/2020/ND-CP abolishing Clause 28 Article 3 Decree 26/2017/ND-CP, thus from March 3, 2020, the organizational structure of the Ministry of Foreign Affairs includes the following agencies:

- Department of ASEAN.- Department of Europe.- Department of America.- Department of Northeast Asia.- Department of Southeast Asia - South Asia - South Pacific.- Department of Middle East - Africa.- Department of Foreign Policy.- Department of International Organizations.- Department of Legal and International Treaties.- Department of Multilateral Economic Cooperation.- Department of Economic Integration.- Department of Cultural Diplomacy and UNESCO.- Department of Press Information.- Department of Emulation, Commendation, and Diplomatic Tradition.- Department of Personnel Organization.- Office of the Ministry.- Inspectorate of the Ministry.- Cryptographic Department.- Provincial Foreign Affairs Department.- Consular Department.- State Protocol Department.- Department of Administration and Finance.- Ho Chi Minh City Department of External Affairs.- State Committee on Overseas Vietnamese.- National Boundary Commission.- Diplomatic Academy of Vietnam.- The World and Vietnam Newspaper.- National Translation Center.- Information Center.- Vietnamese representative agencies abroad.

The organizations specified from Clause 1 to Clause 25, Article 3 Decree 26/2017/ND-CP are the organizations assisting the Minister of Foreign Affairs in performing state management functions; the organizations specified from Clause 26 to Clause 30 of this Article are the public service providers under the Ministry of Foreign Affairs.

The organizations specified in Clause 31, Article 3 are the Vietnamese representative agencies abroad established by the Government of Vietnam and directly managed by the Ministry of Foreign Affairs.

The Departments: Europe, Personnel Organization are organized into 06 divisions; the Department of Legal and International Treaties is organized into 04 divisions; the Departments: Americas, Northeast Asia, Southeast Asia - South Asia - South Pacific, Middle East - Africa are organized into 03 divisions; the Inspectorate of the Ministry is organized into 02 divisions; the Office of the Ministry is organized into 09 divisions.

The Consular Department has 09 divisions; the Department of Administration and Finance has 08 divisions; the Ho Chi Minh City Department of External Affairs has 06 divisions; the Departments: Cryptographic, State Protocol have 04 divisions; the Provincial Foreign Affairs Department has 03 divisions.

The Minister of Foreign Affairs shall submit to the Prime Minister of the Government of Vietnam the regulations on functions, tasks, powers, and organizational structure of the State Committee on Overseas Vietnamese, the National Boundary Commission, the Diplomatic Academy of Vietnam; submit to the Prime Minister the list of other public service providers directly under the Ministry of Foreign Affairs.

The Minister of Foreign Affairs shall stipulate the functions, tasks, powers, and organizational structure of the organizations under the ministry, except for the organizations specified from Clause 24 to Clause 26 of this Article.
