Authority to Decide on Second Degree Program Admissions

Circular 10 stipulates that the head of the teacher training institution shall decide on the admission for training to grant a second bachelor's degree in the field of teacher training and a second associate degree in teacher training when all conditions are met as prescribed. The admission decision for training to grant a second degree must specify the name of the field, the target audience, the admission form, the training level, and the training format for granting the second degree.

Additionally, the Circular also stipulates the reporting and publicizing of the admission decision for training to grant a second degree as follows:

Within 03 working days from the date of signing the admission decision for training to grant a second degree, the teacher training institution must publicize the information on the school's electronic information page and send a report to the Ministry of Education and Training (including the access address) with the following contents:

- The admission decision for training to grant a second degree and the written confirmation, announcement of the training target for the second degree in the field of teacher training by the competent authority;- The approval document for the field to be trained under the corresponding formal education form with the level and field of training in the admission decision for training to grant a second degree by the competent authority;- The recognition decision for achieving quality accreditation results of the educational institution by the domestic or international accreditation organization;- Regulations on recognizing the equivalent value of learning outcomes and accumulated knowledge and skills of the teacher training institution for learners to be exempted when implementing the training program for granting the second degree.
