Amendment to the Regulations on Forms Attached to Circular 26/2013/TT-BCT

This Circular amends and supplements a number of articles of Circular 26/2013/TT-BCT. To be specific, according to Clause 1, Article 1 of Circular 08/2018/TT-BCT, the regulations on the issued form templates appended to Circular 26/2013/TT-BCT are amended and supplemented as follows:

- The pre-printed form templates used in the inspection and handling of administrative violations in Market Management include 15 Decision templates, 15 Record templates, and 02 common-use form templates. These are issued appended to Annex 1 of Circular 26/2013/TT-BCT with the following specifications:

- The pre-printed form templates are printed on white paper covered with pale yellow anti-counterfeit watermark patterns, with the words "MARKET MANAGEMENT" printed diagonally and the Market Management insignia embossed. The back is coated with carbon ink, size 210 x 297 mm (A4 paper size). At the top center of the form templates, the full-color insignia of Market Management is printed.

The text on the first copy is printed in black, the second copy in blue, the third and fourth copies in purple. Each type of form template is bound into a book, consisting of many numbers, each number having multiple copies, including multi-page copies, and pre-printed with a red serial number in the upper left corner of the form template;

- In the case of penalizing organizations or individuals for multiple administrative violations where there is not enough space to record the penalty content as prescribed, or in cases requiring more than four copies of the main Penalty Decision (MQD10), the competent authority may use this template to establish the penalty decision content according to the provisions of point a, point b Clause 2 Article 3 of Circular 26/2013/TT-BCT;

- The pre-printed form template number consists of two parts, specifically regulated as follows: the first part has eight (08) digits, which is a natural sequence starting from number 00000001 and is pre-printed on each type of form template; the second part is an abbreviation of the form type; the two parts are connected by a forward slash (/).

- The self-printed form templates used in the inspection and handling of administrative violations in Market Management include 14 Decision templates and 05 Record templates. These are issued appended to Annex 2 of Circular 26/2013/TT-BCT with the following specifications:

- The self-printed form templates are composed on a computer, printed on A4 paper size, with the legal provisions on the format and presentation of administrative documents;- The self-printed form template number consists of two parts, specifically regulated as follows: the first part has eight (08) digits, where the first two digits are the code of the provincial Market Management agency, except for documents issued by the central Market Management agency which are coded as TW; the next two digits are the code of the subordinate Market Management unit issuing the document; the following four digits are a natural sequence starting from number 0001 on the first day of the year and ending on December 31 each year; the second part is an abbreviation of the form type; the two parts are connected by a forward slash (/).
