On February 12, 2015, the Ministry of Finance issued Circular 22/2015/TT-BTC stipulating the management, payment, and settlement of investment capital and career capital of an investment nature in impoverished districts and districts with a high poverty rate.

Documents for advance payment and disbursement of career capital with investment characteristics are stipulated as follows:

- For projects with a total investment of VND 1 billion or more, the advance payment and disbursement documents shall be implemented as per the regulations for investment projects funded by development investment capital specified in Article 6 Circular 22 (except for the project investment decision or technical-economic report which is not mandatory for approval before October 31 of the year preceding the planned year);- For projects with a total investment of less than VND 1 billion, the advance payment and disbursement documents shall be implemented as per the regulations for career capital.

Advance payment and disbursement of capital:

- The advance payment and disbursement of capital for projects with a total investment of VND 1 billion or more shall be implemented as per the regulations for investment projects funded by development investment capital;- The advance payment and disbursement of capital for projects with a total investment of less than VND 1 billion shall be implemented according to the regulations of the Ministry of Finance on policies for managing, allocating, and disbursing career capital.
