Circular 45/2017/TT-BTNMT was issued by the Ministry of Natural Resources and Environment on October 23, 2017, to stipulate detailed provisions on the adjustment coefficient in meteorological and hydrological surveys and investigations.
Accordingly, Circular 45 stipulates the calculation of economic-technical norms in meteorological and hydrological survey through the adjustment coefficient applying the calculation formula as follows:
M = Mc x K
Where:
- M is the actual norm;- Mc is the norm established under standard conditions in this Circular;- K is the adjustment coefficient depending on the complexity affecting the standard norm.
At the same time, Circular 45 also details the norms for surface meteorological survey and high-altitude meteorological survey as follows:
In this norm, the unit price norm for labor is calculated for plains, midlands, and low mountains areas (with the K coefficient equal to 1). In cases where the survey area is in remote areas, the K coefficient is used as follows:
- K=1.2 for regions with a regional allowance coefficient from 0.1-0.3;- K=1.5 for regions with a regional allowance coefficient from 0.4-0.5;- K=1.8 for regions with a regional allowance coefficient of 0.7;- K=2.1 for regions with a regional allowance coefficient of 1.0.
Note, for survey areas where cars cannot reach, in addition to the above-mentioned K coefficient, the labor norms for preparation and cleanup work are increased by 3% for each long-distance stretch of 100m or altitude difference of 10m.
