Activities Within the Protection Scope of Dams and Reservoirs Must Have a Permit

Decree 114/2018/ND-CP was issued by the Government of Vietnam to amend and supplement Decree 67/2018/ND-CP on the management of dam and reservoir safety.

Decree 114 stipulates the protection of dams and reservoirs in certain cases that require operating permits. These activities include:

- Constructing new facilities;- Establishing stations, material yards for gathering raw materials, fuel, materials, supplies, and vehicles;- Drilling and excavating for geological surveys; prospecting and mining minerals, construction materials, and groundwater;- Discharging wastewater into reservoirs, except for small-scale and non-toxic, non-radioactive wastewater discharges;- Planting perennial trees;- Conducting tourism, sports, scientific research, business, and service activities;- Operating inland waterway vehicles and motorized vehicles, except for motorcycles, mopeds, and crude inland waterway vehicles;- Aquaculture;- Exploding mines and other explosive activities;- Constructing underground facilities.
