Circular 21/2018/TT-BGDDT on Regulations on the organization and operation of foreign language and informatics centers was issued on August 24, 2018. One of the basic contents stipulated in this document is the activities of foreign language and informatics centers.
To be specific, according to the regulations in the Organizational and Operational Charter for language centers and computer centers issued together with Circular 21/2018/TT-BGDDT, the activities of these centers include:
1. Teaching Programs and Materials
- Language centers and computer centers use programs issued by the Ministry of Education and Training; self-compile or select programs and materials from universities, colleges; educational organizations domestically and internationally to suit the needs of learners and the capabilities of the center.
- The director of the language center or computer center is responsible before the law and the educational management agency for the content of the teaching programs and materials at the center; also, they are responsible for reporting to the school principal or the director of the Department of Education and Training on the programs and materials used at the center.
2. Admissions
- Annually, language centers and computer centers develop admission plans and publicly announce information about courses, including programs, teaching materials, output standards, learning conditions, teachers, methods of assessment, verification of learning results, start dates, tuition fees, and other necessary information.
- For admission plans for language and computer courses designed according to the specific needs of learners, course information is agreed upon with the students and publicly announced before the start date of the course.
3. Teaching Activities
Teaching activities are organized flexibly in the form of direct teaching, online teaching, or a combination of direct and online teaching.

4. Examinations, Tests, and Assessments
For language and computer training programs to issue certificates under the national education system, the center organizes examinations, issues certificates when conditions for examinations and certification of language and computer skills according to the Ministry of Education and Training's regulations are met.
For other language and computer training programs, the center organizes tests, assessments, and issues certificates of completion.
5. Training Links, Training Partnerships, and International Cooperation
- The center performs collaborative language training with educational institutions in the permitted areas, based on the learners' needs and the conditions and capabilities of the center.
When carrying out training collaborations, there must be a contract between the two parties. The contract must clearly stipulate the teaching content, expenses, teaching staff, teaching methods, location of organization, and the responsibilities of each party.
After signing the contract, a report must be made to the direct management agency and the Department of Education and Training.
- The center conducts international cooperation activities to develop programs and staff to meet the trends of integration and improve the quality of training at the center.
International cooperation activities must be appropriate to the conditions and capabilities of the center and comply with current regulations.
