The Ordinance on Protection of Traffic Works 1994 was promulgated on December 02, 1994. Notably, this document stipulates the actions that are only to be conducted with the permission of the competent State management authority for the protection of traffic works.
Specifically, according to the provisions in Article 21 of the Ordinance on Traffic Infrastructure Protection 1994, the following actions are only permissible when authorized by the competent State management agency responsible for traffic infrastructure protection:
Drilling, digging, and cutting traffic roads.
Using explosives to extract stone, sand, gravel, and soil that affect the quality of traffic infrastructure.
Installing water supply and drainage pipes, oil and gas transportation pipes; laying power cables, communication cables, and lighting equipment within the traffic infrastructure protection boundaries.
Mooring, docking, parking of vehicles, and rafts that hinder the exploitation and use of traffic infrastructure.
Moving positions, covering that reduces the effectiveness of or obscuring the traffic signal information systems and signaling devices guiding traffic.
Opening road crossings over railways, national highways, and roads with median strips; driving motor vehicles, tracked vehicles, or dragging heavy objects across the railway at unauthorized locations.
Constructing arches, advertisement boards, and slogans within the traffic infrastructure protection boundaries.
Installing fishing gear, aquaculture equipment that obstructs the navigation channels for boats and ships.
Other acts that affect the quality of traffic infrastructure.
In cases where permission is granted to carry out any of the aforementioned actions, it is required to have measures in place to ensure traffic safety during implementation; upon completion, the original state and quality of the traffic infrastructure must be promptly restored. The traffic infrastructure management unit is responsible for inspecting and supervising the restoration of the original state and quality of the traffic infrastructure.
