On April 8, 2020, the Government of Vietnam issued Decree 45/2020/ND-CP on the implementation of administrative procedures in the electronic environment. This decree defines the electronic environment as an environment in which information is created, provided, exchanged, collected, processed, and stored through the Internet, computer networks, information systems, and databases.

According to Decree 45/2020/ND-CP explaining the implementation of administrative procedures in an electronic environment: "It is the process by which agencies, organizations, and individuals conduct all or some steps of administrative procedures, or work procedures by electronic means through online public services."
Article 4 of this Decree stipulates the principles for implementing administrative procedures in an electronic environment as follows:
1. The implementation of administrative procedures in an electronic environment has legal value equivalent to other forms according to the law.
2. The organization of the reception and resolution of administrative procedures in an electronic environment must be conducted legally, reasonably, and scientifically; ensuring equality, objectivity, publicity, transparency, information security, and close coordination between competent agencies in the process of resolving administrative procedures.
3. The implementation of administrative procedures in an electronic environment must be centered on the organizations and individuals requesting the implementation of administrative procedures in this environment, ensuring the language and methods are simple, understandable, and easy to implement, contributing effectively to the objectives of administrative procedure reform.
4. Organizations and individuals shall not be required to declare or submit data that the administrative procedure-conducting agency is already managing or which another state agency is ready to share.
5. Maximize the steps of implementing administrative procedures in an electronic environment to save time, costs, and effort for organizations, individuals, and competent agencies.
6. The implementation of administrative procedures in an electronic environment shall not increase fees and charges beyond the provisions of the law.
7. Comply with the provisions of Vietnamese law and relevant international treaties on electronic transactions that the Socialist Republic of Vietnam has signed or acceded to.
