5 Responsibilities of the Leading Agency for the Rural and Mountainous Program Project

The content is detailed in Circular 02/2013/TT-BKHCN issued by the Ministry of Science and Technology, which stipulates the acceptance evaluation of projects under the Program for Supporting the Application and Transfer of Scientific and Technological Advances for Socio-Economic Development in Rural and Mountainous Areas for the period 2011 – 2015.

Responsibilities of the lead agency, project director, and the technology transfer agency for projects managed by the Central group and projects authorized to be managed by the local group under the Program for Supporting the Application and Transfer of Scientific and Technological Advances for the Economic and Social Development of Rural and Mountainous Areas for the period 2011 - 2015 (hereinafter referred to as the Rural Mountainous Program) are specifically defined in Article 11 of Circular 02/2013/TT-BKHCN, as follows:

- Organize the acceptance evaluation of the results of implementing the model and perform the regulations during the organization of the acceptance evaluation as set forth in this Circular.- The lead agency, project director, and technology transfer agency are responsible for facilitating, providing documents, and answering necessary issues related to the project's results as requested by the Evaluation Team, Acceptance Evaluation Council, and are liable for the authenticity of the provided documents and information.

During the acceptance evaluation process, if there are any administrative violations in scientific and technological activities, they will be handled according to the provisions of the law on administrative penalties.

In cases where the lead agency, project director, and technology transfer agency of the project violate one of the following points, the acceptance evaluation results will be canceled and downgraded to the "not achieved" level:

- Dossiers and documents contain falsified or untruthful contents to a serious extent;- Severe violations of financial management principles concerning the project's budget (with written conclusions from competent inspection and examination teams);- Unilateral modification of project objectives and contents.

The lead agency, project director, and technology transfer agency of the project bear the costs incurred to finalize the project result report as required by the Acceptance Evaluation Council at all levels due to failure to comply with the contents and requirements stated in the contract.
