4 Conditions for Learning to Drive Road Motor Vehicles

Individuals learning to drive motor vehicles on roads must meet all the conditions stipulated in Circular 12, specifically:

1. Be a Vietnamese citizen, or a foreigner permitted to reside or currently working or studying in Vietnam.

2. Meet the age requirement (calculated up to the date of the driving test), health standards, and educational level as specified; for those learning to upgrade their driving license, they may study beforehand but can only take the test when they reach the required age.

3. Learners seeking to upgrade their driving license must have sufficient driving experience or professional practice and a safe driving mileage as follows:

- From automatic transmission category B1 to category B1: at least 1 year of driving experience and a safe driving mileage of at least 12,000 km;- From category B1 to category B2: at least 1 year of driving experience and a safe driving mileage of at least 12,000 km;- From category B2 to C, C to D, D to E; categories B2, C, D, E to the corresponding F categories; from D, E to FC: at least 3 years of professional practice and a safe driving mileage of at least 50,000 km;- From category B2 to D, C to E: at least 5 years of professional practice and a safe driving mileage of at least 100,000 km.

4. Learners seeking to upgrade their driving licenses to categories D, E must have at least a lower secondary school diploma or equivalent.
