The Ministry of Health has issued Circular 49/2018/TT-BYT providing guidelines for laboratory activities in medical examination and treatment.
Circular 49/2018/TT-BYT stipulates that staff performing testing work must meet the following requirements:
- Be instructed on laboratory safety and proficiently use the assigned medical equipment; only use the equipment after being instructed and approved by the department head;- Strictly comply with regulations on infection control for employees, the environment, and the community;- Undertake training and possess adequate means to prevent and respond to emergencies in cases of chemical burns, acid burns, thermal burns, poisoning, electric shocks, and explosions.
Additionally, to ensure occupational safety and hygiene in testing, the following requirements must be adhered to:
- Comply with the Law on Occupational Safety and Hygiene and its guiding documents, Decree 103/2016/ND-CP, Decree 155/2018/ND-CP, and Circular 37/2017/TT-BYT.- Maintain a laboratory safety manual and occupational safety and hygiene regulations.- Establish regulations for managing and using chemicals, microbial strains, electrical equipment, and compressed gas cylinders at the facility.- Assign staff responsible for laboratory safety to periodically check and supervise other employees.- Adhere to occupational hygiene regulations and medical dress codes before starting work, during working hours, and when leaving the laboratory area.
