Recently, the Ministry of Natural Resources and Environment issued Circular 04/2020/TT-BTNMT prescribing technical regulations for the comprehensive planning of inter-provincial river basins, inter-provincial water sources.
To be specific:, in Article 3 of Circular 04/2020/TT-BTNMT, six general requirements for the formulation of integrated inter-provincial river basin planning, inter-provincial water resources planning (hereinafter referred to as integrated river basin planning) are stipulated, specifically:

- The formulation of integrated river basin planning must be consistent with the characteristics of the water resources of each specific river basin, integrating land use structure and socio-economic development infrastructure, ensuring alignment with water resources planning and higher-level planning.- Identify and address the main, urgent, short-term, and long-term existing issues regarding water resources in the river basin; ensure management goals to regulate activities of water resource exploitation, usage, wastewater discharge into water sources, prevention, and mitigation of water-related harmful effects during the planning period.- The contents of water resources allocation, water resource protection, prevention, and mitigation of water-related harmful effects must be developed for each sub-region of the integrated river basin planning and each specific water source.- Documents and data serving the tasks of planning formulation and the formulation of integrated river basin planning must have clear origins, ensuring reliability, uniformity, and inheritability.- Methods for formulating the planning tasks and the integrated river basin planning must be suitable for the characteristics of the river basin and the level of detail of the documents and data.- The results of forecasting trends in flow fluctuations, water levels of aquifers, and water usage demands for various purposes must be compiled by spatial dimensions, including river basin, sub-regions of integrated river basin planning, and provincial-level administrative units; by temporal dimensions, including month, season, and year; and by planning period and planning vision.
This circular applies to state management agencies on water resources, organizations, and individuals engaging in activities related to the formulation of tasks for integrated river basin planning and the formulation of integrated river basin planning.
