05 ND on Evaluation and Acceptance of the Provincial Mountainous Rural Program

This is an important content stipulated in Circular 02/2013/TT-BKHCN regulating the assessment and acceptance of projects under the Program for Supporting the Application and Transfer of Scientific and Technological Advances to Serve Socio-Economic Development in Rural and Mountainous Areas for the Period of 2011 – 2015.

According to current regulations, project leaders under the Program for Supporting the Application and Transfer of Scientific and Technological Advances to Serve Socio-Economic Development in Rural and Mountainous Areas for the period 2011 - 2015 and the leading agency implementing the project are responsible for submitting 01 original dossier and 01 electronic copy of the dossier recorded on a PDF optical disc to the Department of Science and Technology of the province or city for project acceptance assessment at the provincial level.

Article 9 Circular 02/2013/TT-BKHCN stipulates that the content of provincial-level acceptance assessment includes:

- The degree of realization of contents, scale, products, and results of technology transfer compared to the contract: implementation of the content, volume compared to the contract; evaluation of technology transfer activities; degree of technology acquisition and mastery by the individuals or units receiving the technology;- Organization methods, management, and project implementation guidance;- The capacity and efficiency of using the supported funds from the budget and mobilizing counter-funding for project implementation;- The socio-economic and environmental effectiveness of the project;- The capability to maintain, develop, and replicate the project's results.

The provincial council evaluates the project implementation results based on the criteria and scoring scale specified in Appendix 4 attached to this Circular. The council conducts scoring and ranks the project by secret ballot.

Dossiers submitted late from 60 to 90 days without the approval of the Ministry of Science and Technology (for projects under central management) or the Department of Science and Technology (for projects delegated to local management) will be deducted 10 points; if submitted late from 90 to 180 days, 15 points will be deducted; if submitted late from 180 to 360 days, 20 points will be deducted according to the scoring scale specified in Appendix 4 attached to Circular 02.

Cases where dossiers are submitted more than 360 days late will be rated as "not achieved."

Regarding the handling of results of provincial-level assessments, it is stipulated in Circular 02/2013/TT-BKHCN as follows:

- For projects rated "not achieved," the provincial council is responsible for reviewing and identifying the contents and work completed according to the contract as a basis for the Department of Science and Technology to submit to the provincial People's Committee, centrally-run cities, and the Ministry of Science and Technology for consideration and handling;- For projects rated "achieved" or higher, within 45 days from the date the provincial acceptance council completes the evaluation, the project leader and the leading agency must cooperate with the technology transfer agency to supplement and complete the dossier according to the council's opinion and submit 01 original dossier and 01 electronic copy of the dossier recorded on a PDF optical disc to the Department of Science and Technology to liquidate the contract for projects delegated to local management and to the Office of the Rural and Mountainous Program for projects under central management for national-level acceptance.
