05 Measures for the Prevention and Financing of Weapons of Mass Destruction

Currently, the prevention and sponsorship of weapons of mass destruction are implemented through information dissemination, propaganda, education, and state management on security and order. Agencies and individuals with the authority to manage security and order through their activities are responsible for proactively and promptly detecting plots, tactics, and methods of organizations and individuals involved in the proliferation and sponsorship of weapons of mass destruction, and taking appropriate measures.

To be specific, according to the provisions of Article 16 of Decree 81/2019/ND-CP, preventive measures for the proliferation and sponsorship of weapons of mass destruction through state management on security and order include:

- Management of residence, archives, and citizen identity;- Management of weapons, explosives, flammable substances, toxins, radioactive and biological materials, related materials including dual-use materials, technology, equipment, and supporting tools that can be used in the proliferation of weapons of mass destruction;- Patrolling, inspecting, and monitoring key targets for security and order at airports, seaports, train stations, bus stations, border gates, border areas, and densely populated areas, other public places;- Management of entry, exit, and transit;- Other state management measures on security and order.

In addition, agencies and individuals with the authority have the responsibility to disseminate information, conduct propaganda, and educate about the prevention and control of the proliferation of weapons of mass destruction to raise awareness, responsibility, and effectiveness in preventing and controlling the proliferation of weapons of mass destruction for organizations and individuals under their management. The content of information, propaganda, and education about the prevention and control of the proliferation of weapons of mass destruction includes:

- Risks, developments, and situations of proliferation and sponsorship of weapons of mass destruction; tactics, methods of operation, complexity, dangers, and harms of proliferation and sponsorship of weapons of mass destruction;- Views, policies, and laws of the State, measures, experiences on preventing, and controlling the proliferation of weapons of mass destruction;- Responsibilities of agencies, organizations, and individuals in preventing and controlling the proliferation of weapons of mass destruction and fulfilling obligations under resolutions or notifications of the United Nations Security Council related to preventing the proliferation and sponsorship of weapons of mass destruction;- Other necessary contents serving the requirements of preventing and controlling the proliferation of weapons of mass destruction.

The forms of information dissemination and propaganda are carried out in accordance with the provisions of the law on legal education and information dissemination.
