On February 11, 2019, the Ministry of National Defense issued Circular 15/2019/TT-BQP stipulating the procedures for patrolling, inspecting, and controlling by the Vietnam Coast Guard.
The patrol, inspection, and control by officers and soldiers of the Vietnam Coast Guard must meet the following requirements:
- Maintain a respectful, proper attitude, and culturally appropriate behavior when interacting with agencies, organizations, and individuals.- Facilitate favorable conditions for agencies, organizations, individuals, and vessels engaged in lawful activities at sea.- Do not exploit the position for personal gain.- It is strictly prohibited to exploit patrols, inspections, and controls to harass or cause inconvenience to the public; infringe upon State interests, legitimate rights, and interests of agencies, organizations, and individuals, or to shield, tolerate, or abet other unlawful acts.
According to Circular 15/2019/TT-BQP, activities of patrol, inspection, control, and violation handling must ensure the following principles:
- Comply with the guidelines, policies of the Communist Party, State laws, and regulations related to patrol, inspection, control, and handling of law violations at sea.- Prevent and strictly handle any unlawful acts, contributing to the assurance of security, order, and safety at sea.- While performing patrol, inspection, control, and handling of violations at sea, officers must wear uniforms as prescribed.
