04 Principles for Determining Job Positions and Rank Structure for Officials

The content is specified in detail in Decree 36/2013/ND-CP regarding job positions and the structure of official ranks.

The determination of job positions must be based on 04 principles stipulated in Decree 36/2013/ND-CP as follows:

- Must be consistent with the functions, tasks, authorities, and organizational structure of each agency, organization, and unit;- Ensure scientificity, objectivity, transparency, and conformity with practical conditions;- Each job position must always be associated with a certain official rank title. For job positions that are leadership or management roles, additional leadership or management titles are required;- Must comply with the legal regulations on official management.

In addition, Decree 36 also sets out principles to determine the structure of official ranks, specifically:

- Must be based on the number of job position catalogues and the staffing norms that have been identified;- The determination of official rank titles for each job position must be appropriate to the specialized activity field;- Must comply with the regulations concerning the highest official rank applied in each administrative level or each agency, organization, unit;- Based on the official rank standards and the job description, the appropriate competency framework for each job position.
