The training institutions, after being assigned by the Ministry of Education and Training the task of training teachers of the Thai language, must base the compilation of materials on this Thai language teacher training program.

Circular 34/2015/TT-BGDDT stipulates that to effectively implement the training program for teachers teaching the Thai language, training institutions must ensure the following conditions:
- A qualified team of instructors with the requisite quality and competence in Thai language training: possess extensive knowledge of the Thai language, culture, and literature, with skilled teaching pedagogy, capable of applying information and communication technology in teaching.
- Adequate conditions for compiling training materials to meet the program's requirements (the team of authors should be knowledgeable Thai ethnic intellectuals; reference and tool materials on Thai language, culture, and literature; funds for compiling and printing materials, physical facilities of classrooms, technological means to support teaching activities, and reasonable study time arrangement for learners, etc.).
- Complete printing of study materials for learners as well as information and communication technology tools to support the training course.
Additionally, the Circular also specifies the use of evaluation results in Thai language training as follows:
- Regular, periodic, and final evaluations to determine the competence, progress, and training results of learners during, after each phase, and at the end of the course, aiding learners to adjust their study methods, self-training orientation, enhancing their Thai language teaching skills. It also assists instructors and training institutions in adjusting teaching methods, organizing and managing changes, and improving learning quality for learners in future training courses.
- Regular, periodic, and final evaluations are the basis for training institutions to consider and issue graduation certificates to learners. Evaluations and graduation consideration are only for learners who are present and actively participate in classroom activities, practice activities, fully complete assigned tasks, and attend at least 80% of the Training Program sessions.
