Decree 88/2017/ND-CP has just been officially issued by the Government of Vietnam, amending and supplementing certain provisions on the evaluation and classification of officials and public employees. Notably, the criteria for classifying and evaluating public employees have been simplified. To be specific:
Criteria for classification and evaluation of public employees at the level of completing the tasks well (applicable to public employees not holding managerial positions):
- Possessing good professional capacity and qualifications, completing 100% of the work or tasks according to the signed work contract, ensuring progress, quality, and efficiency; strictly complying with the work assignment by the competent authority; having a sense of responsibility in performing assigned tasks;- Completing unforeseen tasks well;- Strictly complying with all regulations on professional ethics, statutes, regulations, and rules of their agency or unit, regulations on anti-corruption, practicing thrift, and preventing waste; being dedicated to the profession and committed to the work;- Strictly adhering to the code of conduct of public employees, maintaining a polite and respectful attitude in service and communication with the people; having a spirit of solidarity, effective cooperation, and close coordination with colleagues and related agencies and units in the performance of tasks.
Criteria for classification and evaluation of public employees at the level of completing the tasks (applicable to public employees not holding managerial positions):
- Possessing good professional capacity and qualifications, completing from 70% to below 100% of the work or tasks as per the signed work contract, with some tasks being slow in progress, limited in quality and effectiveness; having a sense of responsibility in performing assigned tasks;- Completing unforeseen tasks well;- Strictly complying with all regulations on professional ethics, statutes, regulations, and rules of their agency or unit, regulations on anti-corruption, practicing thrift, and preventing waste; being dedicated to the profession and committed to the work;- Strictly adhering to the code of conduct of public employees, maintaining a polite and respectful attitude in service and communication with the people; having a spirit of solidarity, effective cooperation, and close coordination with colleagues and related agencies and units in the performance of tasks.
⇒ Thus, the criterion “Having at least 01 scientific work, project, topic, or initiative applied and bringing efficiency in performing professional tasks, recognized by competent authorities” has been REMOVED when evaluating public employees at both levels of completing the tasks well and completing the tasks.
Decree 88/2017/ND-CP amends and supplements Decree 56/2015/ND-CP and takes effect from September 15, 2017.
