Plan for Organizing the 2017 Prosecutor Recruitment Examination

Subjects of Examination:

Senior Procurators: Subjects of examination include:

- Intermediate Procurators, Intermediate Investigators, Principal Inspectors, Principal Experts and above who meet the required working duration, currently working at the Supreme People's Procuracy, Central Military Procuracy, High-Level People's Procuracy, Provincial People's Procuracy, or Second-Level Military Procuracy;- Intermediate Procurators who are Heads of Provincial People's Procuracies and have not yet taken the examination for Senior Procurators;- Applicants at the Supreme People's Procuracy, Provincial People's Procuracies who wish to work at a specified High-Level People's Procuracy must have the agreement of that High-Level Procuracy; upon passing, they will be transferred and appointed to the registered High-Level Procuracy.- Applicants currently working in non-procuratorial units (advisory, general) under the Supreme People's Procuracy without Procurators, upon passing, will be appointed as Procurators and transferred to procuratorial units under the Supreme People's Procuracy.

Intermediate Procurators: Subjects of examination include:

- Junior Procurators; Junior Investigators, Inspectors, Experts and above who meet the required working duration, working at the Supreme People's Procuracy, Military Procuracies, High-Level People's Procuracies, Provincial or District-Level People's Procuracies;- Junior Procurators working at District-Level People's Procuracies holding the position of Head or Deputy Head of District-Level People's Procuracies in units assigned Intermediate Procurators;- Junior Procurators working at District-Level People's Procuracies without leadership positions but wishing to work at Provincial People's Procuracies will be considered and decided by the Examination Committee of the Provincial People's Procuracy; upon passing, they will be transferred and appointed to Provincial People's Procuracies; simultaneously, the Head of the Provincial People's Procuracy is responsible for transferring officials from the Provincial to District-Level People's Procuracies to ensure both levels have stable staffing and effectively perform their duties;- Junior Procurators working at the Supreme People's Procuracy, District, or Provincial People's Procuracies who wish to work at any High-Level People's Procuracy will be considered and decided by the Examination Committee of the Supreme or Provincial People's Procuracy and must have the agreement of the registered High-Level Procuracy; upon passing, they will be transferred and appointed to the registered High-Level Procuracy.

Junior Procurators: Subjects of examination are Inspectors, Experts working at Provincial, District-Level People's Procuracies and Military Procuracies at all levels.

Eligibility Conditions for Registration:

- Meet the conditions and standards for appointment of Senior Procurators as stipulated in Articles 75 and 79 of the 2014 Law on Organization of the People's Procuracy, possess a higher education degree in political theory or a bachelor’s degree in politics;

Meet the conditions and standards for appointment of Intermediate Procurators as stipulated in Articles 75 and 78 of the 2014 Law on Organization of the People's Procuracy and must be a member of the Communist Party of Vietnam;

Meet the conditions and standards for appointment of Junior Procurators as stipulated in Articles 75 and 77 of the 2014 Law on Organization of the People's Procuracy.- Evaluated continuously by the agency, unit for completing tasks very well in the previous 3 years (2014, 2015, 2016); endorsed by the collective leadership and Party Committee of the agency or unit where the candidate works, and agreed upon for registration for the examination;- > 50% of the votes of the Examination Committee of the Provincial People's Procuracy agreeing to introduce candidates for the examination;- Endorsed by the local Party Committee or local government where the candidate resides regularly (for 12 months or more) for good adherence to the law by the candidate and their family at the residence location;- Not under consideration or being disciplined;- Being healthy enough to complete assigned tasks;- Complete personal profile and resume verified by the competent authority, ensuring political standards and ethical qualities as prescribed.

Registration Documents:

- Examination registration form;- Proposal of the Examination Committee at the same level for candidates who meet the conditions, standards, and capabilities to take the examination;- Resume (as per the form) no more than 6 months old at the time of receiving the application, verified by the personnel managing authority;- Self-assessment of work over the past 3 years;- Evaluation comments from unit leaders;- Notarized copies of law bachelor's degree and training certificates on procuratorial profession (for Junior Procurator candidates);- Agreement from the High-Level Procuracy (for candidates wishing to take the examination for High-Level Procuracy);- Evaluation comments from local Party Committee or local government where the candidate resides;- Health certificate issued by a competent medical authority (valid for 12 months).

Candidates who had registered for the Senior Procurator examination in 2016 but did not achieve the necessary points for appointment, if the unit or locality confirms they are still eligible, can be listed for examination without needing to re-submit registration documents.

Form and Content of Examination:

- Examination Content: Organizational structure, machinery, functions, tasks of the People’s Procuracy sector; responsibilities, duties, and powers of Senior, Intermediate, and Junior Procurators.- Examination method: 180-minute written examination and 60-minute multiple-choice test.- Written test: Each question set has 03 parts, with a total score of 100.

+ Theoretical part: a summary question (open question) about the [2014 Law on Organization of the People's Procuracy](https://lawnet.vn/vb/luat-to-chuc-vien-kiem-sat-nhan-dan-2014-3f68b.html) and other related issues, assessing the candidate's competence and comprehensive legal knowledge (20 points);+ Skills part: includes questions on procuratorial professional skills in the criminal field (20 points) and a practical problem-solving exercise in handling criminal cases (20 points); questions on procuratorial professional skills in civil, administrative, commercial, labor fields (20 points), and a practical problem-solving exercise in handling cases in these fields (20 points).- ***Multiple-choice test:*** Each question set has 50 questions, each answer worth 02 points; includes: 10 questions about the 2014 Law on Organization of the People's Procuracy; 20 questions about the criminal field; 20 questions about civil, administrative, commercial, labor fields. Questions must be concise, no more than two lines, in a *“True/False”* answer format.

- Examination locations:- Hanoi Procuratorial University: For candidates from Quang Tri province onwards;- Ho Chi Minh City Training School of Procuratorial Skills: For candidates from Thua Thien Hue province onwards;- Examination period: Expected in August 2017.

This recruitment plan is publicly announced to all units of the Supreme People's Procuracy, Central Military Procuracies, High-Level People's Procuracies, Provincial, central city People's Procuracies. Based on this, units shall review by December 31, 2017, and report to the Supreme People's Procuracy before June 20, 2017, on the number of Senior, Intermediate, and Junior Procurators needed for replenishment, to be approved by the Supreme People's Procuracy. The Examination Committees at all levels shall select and nominate candidates for the examinations before June 30, 2017.
