Subjects:	Public employees registering for the rank increase exam from Specialist (Code 01.003) to Principal Specialist (Code 01.002)
Conditions:	- Currently holding the Specialist title (Code 01.003), capable of assuming or working in a position appropriate for the Principal Specialist title as stipulated in Circular 11/2014/TT-BNV and Circular 05/2017/TT-BNV; - Evaluated and classified by the employing agency as having completed their duties well or better for three consecutive years (2015, 2016, 2017); possessing good political ideology and ethical qualities; not currently under disciplinary action or under consideration for disciplinary action. - Having held the Specialist title (rank) or equivalent for at least 9 years, including a minimum of 2 years of holding the Specialist title; - Nominated to attend the rank promotion exam by the Head of the unit, or the Director of the provincial Social Insurance managing public employees.
