1. Methods to calculate customs officer salaries in 2023 in Vietnam
According to Circular 29/2022/TT-BTC, customs specialized civil servant ranks are subject to professional salary tables for officials and civil servants in State agencies (Table 2) issued together with Decree 204/2004/ND-CP as follows:
- The rank of senior customs inspector is subject to the civil servant salary coefficient type A3, group 1 (A3.1), from salary coefficient 6.20 to salary coefficient 8.00.
- The rank of chief customs inspector is subject to the civil servant salary coefficient type A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78.
- The customs inspector rank is subject to the A1 civil servant salary coefficient, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
- Intermediate customs inspector rank is applied with civil servant salary coefficient type A0, from salary coefficient 2.10 to salary coefficient 4.89;
- Customs officers are subject to the civil servant salary coefficient type B, from salary coefficient 1.86 to salary coefficient 4.06.

2. Standards for the professional competence of customs officers
- Senior customs inspector:
+ Firmly grasp the Party's policies and guidelines, economic and financial laws, the State's policies and regimes related to customs work, and international laws related to customs operations;
+ Have comprehensive knowledge of customs expertise. Have the ability to conduct in-depth research and organize the implementation of one or several areas of customs operations;
+ Have ability to research, analyze, synthesize, evaluate and forecast the situation of state management activities on customs, at the same time, propose to develop, supplement, and amend customs management regulations and professional processes in accordance with the strategic development orientation of the Customs industry;
+ Ability to propose and advise on policy planning; preside over the development of laws, ordinances, and projects associated with the customs sector to submit to competent authorities for consideration and decision;
+ Have scientific research capacity; have the capacity to organize and direct the application of scientific and technical advances to improve and enhance quality and efficiency in the customs field;
+ Have basic information technology skills and be able to use foreign languages or use ethnic minority languages for civil servants working in ethnic minority areas according to the requirements of the job position.
- Chief customs inspector:
+ Firmly grasp the Party's policies and guidelines and State laws related to customs work; Understand the administrative reform program of the Government and the Finance sector;
+ Master the principles, regimes, management regulations, and customs professional processes and be able to organize and implement customs professional processes in specialized fields;
+ Preside and organize the building and improvement of institutions; preside over the development of legal documents guiding implementation; develop schemes and projects for customs operations;
+ Be able to research, synthesize, and propose to develop, supplement, and amend a number of management regulations and customs procedures;
+ Have skills in collecting and processing information; have the ability to manage and organize operations in the customs field;
+ Have basic information technology skills and be able to use foreign languages or use ethnic minority languages for civil servants working in ethnic minority areas according to the requirements of the job position.
- Customs inspector:
+ Firmly grasp the Party's guidelines and policies and the State's laws on customs work; Understand the administrative reform program of the Government and the Finance sector;
+ Firmly grasp and flexibly apply customs principles, regimes, management regulations, and professional processes and have the ability to research, propose implementation, or supplement or amend customs management regulations and professional processes within the scope of assigned tasks;
+ Have ability to absorb and grasp necessary skills for professional work, such as: skills to use support tools and equipped technical means;
+ Have basic information technology skills and be able to use foreign languages or use ethnic minority languages for civil servants working in ethnic minority areas according to the requirements of the job position.
- Intermediate customs inspector:
+ Understand the Party's guidelines and policies and the State's laws on customs work; Understand the administrative procedures and administrative reform programs of the Government and the sector;
+ Master the customs process within the scope of assigned tasks;
+ Have ability to absorb and grasp the necessary skills for work: skills to use support tools and equipped technical means;
+ Be proficient in using office equipment and other equipment to serve task requirements.
- Customs officers:
+ Understand customs procedures and regulations related to assigned tasks. Absolutely comply with the professional direction and task assignment of superiors;
+ Ability to perform a number of assigned simple customs operations areas;
+ Be able to use the provided support tools and technical means.
