Hanoi-Vietnam: Announcement on receipt and reassignment of officials into the Ministry of Justice 2017

The Vietnam Ministry of Justice has just issued Announcement 2698/TB-BTP regarding the receipt and reassignment of officials into the Ministry of Justice in 2017 with 05 targets corresponding to 05 job positions.

1. Regulated entities
  • Officials as defined in Decree 06/2010/ND-CP currently working in political system agencies;
  • Commune-level Judicial - Civil Status Officials.
2. Conditions and standards
  • Submitted an application for reassignment to the Ministry of Justice with certification from the managing agency; has a clear background;
  • Possess appropriate skills for the position being accepted;
  • Have sufficient health to take on the task; possess good political qualities and ethics;
  • Commit to work at the Ministry of Justice for at least 05 years or more;
  • Ensure a working period of 7 years or more until retirement age as prescribed by law;
  • Have relevant working experience for the position being accepted for 05 years or more, excluding internship period (except for Officials working in civil judgment execution agencies); rated as completing duties well in the most recent 03 years;
  • Not subject to any disciplinary action or criminal prosecution including during the period under review for disciplinary action or criminal liability at the time of submission (except cases of consideration for Officials).
3. Positions to be accepted
  • Department of Judicial Assistance: Receiving individuals who are Officials holding equivalent or higher professional ranks and are directly engaged in civil judgment enforcement;
  • Office of the Communist Party of Vietnam - Mass organizations: Receiving individuals who are Officials holding equivalent or higher professional ranks, are Communist Party of Vietnam members, under 40 years old;
  • State Compensation Department: Receiving individuals who are Officials holding equivalent or higher professional ranks, holding a Bachelor of Law or higher;
  • Department of Personnel and Organization: Receiving individuals who are Officials holding equivalent or higher professional ranks, have a Bachelor of Law, Economics or higher;
  • Ministry Inspectorate: Receiving individuals who are Officials holding equivalent or higher professional ranks or commune-level Judicial - Civil Status Officials; holding a Bachelor of Law or higher.
    For commune-level Judicial - Civil Status Officials, must have IT and foreign language certificates as per professional standards of professional rank; working time as commune-level Judicial - Civil Status Officials from 60 months or more, if the working time is not continuous and has not received compulsory social insurance benefits once, it will be accumulated; not during the period under review for disciplinary action or under enforcement of disciplinary decisions by competent authorities, not under criminal prosecution, or serving or having served a court sentence, decision that has not yet been expunged, not under administrative measures to be sent to a rehabilitation center, educational institution, or reformatory.
4. Form
  • Interview (15 - 30 minutes)
  • Defense of a topic and answering questions (30 - 45 minutes)
5. Contents of examination and assessment
  • Assessment of the conditions, standards, diplomas, and certificates of the individual registering for receipt.
  • Assessment of general understanding (state apparatus; organizational and operational status of the Ministry, judicial branch, receipt unit; Officials and public service);
  • Assessment of professional competence, and practical experience: The individual registering for receipt prepares a topic related to the position being accepted as required by the Examining Council and defends it before the Council
6. Application
  • Application for reassignment with the consent of the competent authority managing officials and commitment to work at the Ministry of Justice for at least 5 years or more;
  • Assessment and comments on the working process by the head of the competent authority managing Officials;
  • Curriculum vitae (Form 2C-BNV/2008 in Decision 02/2008/QD-BNV) with certification from the managing agency;
  • Photocopies of diplomas, certificates, and study results as required for the receipt position; recruitment decision; the most recent salary increase decision from the competent authority; Social insurance book;
  • Annual Official performance assessment forms for the 03 years from 2014-2016;
  • Health certificate issued by district-level or higher medical agency within 30 days prior to the date of application submission;
  • Copy of Birth Certificate;
  • Priority certification (if any).
7. Address and time for application submission
  • Address: Department of Personnel Organization, Ministry of Justice, 60 Tran Phu, Ba Dinh, Ha Noi (submit directly during working hours or by post).
  • Submission time by August 16, 2017.
8. Examination and assessment time Expected examination and assessment time from August 25, 2017 to September 15, 2017
