Guidelines on Policies for Officials in Especially Difficult Economic Areas

The Ministry of Home Affairs recently issued Official Dispatch 1784/BNV-TL in 2017 to implement Decree 116/2010/ND-CP regarding policies for officials and public employees and salary earners in the armed forces working in areas with particularly difficult socio-economic conditions. The dispatch addresses issues such as identifying areas with particularly difficult socio-economic conditions, initial allowances, and relocation allowances.

Localities with Special Difficulties in Socio-Economic Conditions

While awaiting the Prime Minister's issuance of a Decision approving the list of especially difficult villages and communes in ethnic minority and mountainous regions, particularly difficult communes in coastal and island areas, the implementation of localities with special difficulties in socio-economic conditions will apply policies per Decree 116/2010/ND-CP, as guided by Official Dispatch 1336/UBDT-CSDT and Official Dispatch 1458/UBDT-VP135. Specifically:

- Communes with especially difficult socio-economic conditions in ethnic minority and mountainous areas are classified as region III communes as stipulated in Decision 447/QD-UBDT, Decision 601/QD-UBDT and related amended and supplemented Decisions (if any);- Especially difficult communes in coastal and island areas are approved along with Decision 539/QD-TTg and related amended and supplemented Decisions (if any);- Especially difficult villages are defined in Decision 447/QD-UBDT, Decision 68/QD-UBDT, Decision 601/QD-UBDT and related amended and supplemented Decisions (if any).

Initial Allowance and Relocation Allowance

From March 01, 2011, officials and public employees and individuals receiving salaries within the armed forces, as decided by competent authorities to work in areas with especially difficult socio-economic conditions, will be entitled to:

- Receipt of the initial allowance and relocation allowance immediately upon taking up their post;- The allowance calculated per the statutory pay rate defined by the Government of Vietnam at the time of payment.

Funds already disbursed according to policies under Decree 116/2010/ND-CP for officials and public employees and individuals receiving salaries within the armed forces not covered by Decree 116 shall be compiled into a detailed report including the number of beneficiaries and funds disbursed annually according to Decree 116's regulations to the Ministry of Finance.
