Guideline 37-HD/BTCTW on the Recruitment of Officials for Party Agencies and Socio-Political Organizations

Conditions for Registering for Official Recruitment

Conditions for registering for official recruitment in party agencies, the Vietnam Fatherland Front, and socio-political organizations are implemented according to the provisions of Clause 1, Article 36 of the Law on Cadres and Officials. Identifying other conditions required by the recruitment position as prescribed at Point g, Clause 1, Article 36 of the Law on Cadres and Officials needs to ensure the following additional conditions:

- The official employing agency must clearly define the conditions regarding specialized training, qualities, skills, experience, etc., ensuring the professional standards of the official rank according to the recruitment position; they must report to the competent recruitment authority for consideration and decision. Upon approval, the official recruitment agency must publicly announce the recruitment before implementation.- For job positions where officials undertake research and advisory tasks in advisory bodies assisting the Central Communist Party to district level, candidates must be party members and must not violate political standards concerning internal political protection.- For job positions where officials work in agencies of the Vietnam Fatherland Front and socio-political organizations: official employing agencies may set additional conditions suitable to the functions and methods of operation of their organizations, reporting to the competent recruitment authority for consideration and decision.

Authority for Recruiting Officials and Public Employees

- At the Central level:- Central Office of the Communist Party; Central Organizing Commission; Central Inspection Commission; Central Propaganda Commission; Central Mass Mobilization Commission; Central Economic Commission; Central Internal Affairs Commission; Central External Relations Commission; Central Protection and Health Care Commission for Central Officials; Central Theoretical Council.- Ho Chi Minh National Academy of Politics (may delegate recruiting authority to its subordinate academies and be responsible for delegating contents), Nhan Dan Newspaper, Communist Review, National Political Publishing House - The Truth.- Central agencies of the Vietnam Fatherland Front, Vietnam General Confederation of Labor (may delegate recruiting authority to central sectoral unions under the Vietnam General Confederation of Labor and be responsible for delegating contents), Vietnam Women's Union, Vietnam Farmers' Union, Ho Chi Minh Communist Youth Union, Vietnam Veterans' Association.- Steering Committee for the Northwestern Region, Steering Committee for the Central Highlands, Steering Committee for the Southwestern Region, Central Judicial Reform Steering Committee.- Communist Party Committee of the Central Agencies Sector, Party Committee of the Central Business Sector, Overseas Party Committee.- At the local level: provincial and municipal party committees under the Central Committee.

Forms of Recruitment for Public Employees

- Heads of agencies at the central level decide on the form of recruitment—either examination or consideration—for public employee positions working in their affiliated public service providers.- The standing committee of provincial, municipal, and subordinate party committees under the Central Committee decides on the form of recruitment—either examination or consideration—for public employee positions such as:- Journalists and editors of provincial party committees' newspapers and equivalents;- Instructors at provincial political schools, district-level political training centers, and equivalents suitable to the conditions of localities and units.- The head of the Vietnam Fatherland Front and central socio-political organizations decides on the form of recruitment—either examination or consideration—for public employee positions in their affiliated public service providers.

Forms of Subject Examinations (Tests, Assessments) for Professional Recruitment

- Professional knowledge exam: Encouraged to apply information technology to organize multiple-choice tests on professional knowledge on computers.- For professional skill exams: Encouraged to apply forms such as developing and presenting proposals before the examination council or practical tests (such as trial lectures, trial writings, etc.) with content closely related to the work of the recruitment position.
