According to Guidance 07-HD/BTCTW of the Central Organization Commission, the salary adjustment for officials of the Communist Party and mass organizations in economic groups, general corporations, state-owned companies, and corporations and companies with state-controlled capital (referred to as state-owned companies) is regulated as follows:
For those holding positions (elected or appointed):
- The Secretary of the Communist Party Committee receives a salary according to the salary scale of the General Director (Director) of the company;- The Deputy Secretary of the Communist Party Committee and the Chairman of the Trade Union receive salaries according to the salary scale of the Deputy General Director (Deputy Director) of the company;- The Secretary of the Youth Union, the Deputy Chairman of the Trade Union, and the heads of the Party committees receive salaries for their positions or professional, specialized salaries plus the corresponding position allowance for the title of department (committee) head issued by the company;- The Deputy Secretary of the Youth Union and the deputies of the Party committees receive salaries for their positions or professional, specialized salaries plus the corresponding position allowance for the title of deputy head of the department (committee) issued by the company;
Personnel specializing in Party and Union work: Salaries are categorized similarly to public employees with the same qualification and working duration at the company.
In addition, monthly, those holding specialized positions in Party and Union work and personnel specializing in Party and Union work in State-owned enterprises are entitled to salary amounts connected with job performance; bonuses and other policies as prescribed by law and company regulations.
The Chairman of the Board of each state-owned enterprise (joint-stock company with state controlling capital) proactively adjusts the salaries of personnel specializing in union work (receiving salaries according to Decree 204/2004/ND-CP or Decree 205/2004/ND-CP) to new salary scales and tables after reaching a unified agreement with the superior or sectorial Trade Union and the same level Party committee.
For corporations and joint-stock companies without state controlling capital, they may apply Guideline 07 to construct salary tables and adjust salaries for personnel specializing in Party and Union work of their company.
