Guidance 46 by the Propaganda Department on Political Theory Education 2018

First, organizing study classes to disseminate and thoroughly understand the resolutions of the 12th Central Conference on practical and new theoretical issues.

- Organize study classes to thoroughly understand the resolutions of the 7th and 8th Central Conferences of the 12th Central Committee.- Propaganda departments at all levels and district-level political training centers proactively propose to the Party Committee to regularly organize information sessions on practical and new theoretical issues for officials and Party members, especially on political tasks, socio-economic development, national defense-security, and Communist Party building in localities and grassroots units.

Second, fostering and improving the quality of political theory lecturers.

- Provincial, city, and directly under the Central Committee propaganda departments proactively cooperate with agencies and units to organize training and refresher courses on political theory content and teaching methods for lecturers (both full-time and part-time) of district-level political training centers.- In 2018, the Central Propaganda Department will organize regional and national excellent political theory lecturer competitions.

Third, inspecting the implementation of political theory education tasks.

- Party Committees at all levels shall make plans to inspect and supervise the implementation of political theory education tasks in general and at district-level political training centers in particular. Report the inspection results to higher-level Party Committees through the propaganda departments system. Provincial, city, and directly under the Central Committee propaganda departments shall summarize inspection results every six months and send reports to the Central Propaganda Department.- Propaganda departments at all levels are responsible for advising the Party Committee to implement Conclusion 94-KL/TW, dated March 28, 2014, on continuing to reform political theory education in the national education system and Guideline 127-HD/BTGTW, dated June 30, 2014, on the teaching and study of political theory subjects in the national education system. They shall also check related units to ensure the proper implementation of the Conclusion and the Guideline as per their assigned functions and tasks.

Fourth, continuing to consolidate and improve the quality and effectiveness of the activities of the political theory and Party history departments, district-level political training centers.

- Continue to consolidate and improve the quality and effectiveness of the activities of the political theory and Party history departments within the propaganda departments as per Regulation 219-QD/TW, dated December 27, 2013, on the functions, tasks, and organizational structure of the specialized agencies advising the provincial and city Party Committees; Regulation 220-QD/TW, dated December 27, 2013, on the functions, tasks, and organizational structure of the specialized agencies advising district-level Party Committees directly under provincial Party Committees; and current documents.- For district-level political training centers, strictly implement Decision 185-QD/TW dated September 03, 2008; Decision 1853-QD/BTGTW dated March 04, 2010, on the promulgation of regulations on teaching and studying at district-level political training centers, district, and district-level towns, cities under provincial jurisdiction, and related guiding documents...

Fifth, briefing and training on political theory education tasks.

- Quarterly, the provincial, city, and directly under the Central Committee propaganda departments shall conduct briefings on political theory education tasks. The contents and forms of briefings are suitable to the specific characteristics of each locality and grassroots unit; after the briefing, send the briefing results report to the Central Propaganda Department.- The Central Propaganda Department will organize conferences to brief on political theory education tasks and train on the implementation documents and programs at district-level political training centers.- Provincial, city, and directly under the Central Committee propaganda departments shall proactively organize training classes on political theory for lecturers of district-level political training centers according to newly issued documents.

Sixth, implementing political theory training and refresher programs, and updating knowledge for officials and Party members at all levels.

The Central Propaganda Department has been and is continuing to compile and update teaching materials at district-level political training centers in the spirit of innovation and practicality. For materials that have not been newly compiled, the provincial, city, and district-level political training centers should follow previous guidelines and proactively supplement and update new views and contents from the 12th Congress of the Communist Party into the lessons. When there are new programs, the Central Propaganda Department will provide specific guidance. (Appendix of training and political theory refresher programs for 2018 attached).
