1. Who is eligible for selection to join the police service?
Individuals eligible for police service include:
- Male citizens of conscription age who have registered for military service in accordance with the Law on Military Service.- Female citizens of conscription age who have registered for military service as per the Law on Military Service, with qualifications suitable to the People's Police's requirements. If they volunteer and there is a need from the People's Police, they will be considered for selection.
2. At what age can someone join the police service?
Individuals selected for police service must fall within one of the following age ranges:
- Citizens from 18 to 25 years old.- Citizens with college or university degrees who have had conscription delayed under the Law on Military Service can be selected until 27 years old.- Citizens from 18 to 22 years old can be selected for Mobile Police, Protective Police, Special Forces, Guard units. In localities with difficulties in recruitment, selections can be made up to 25 years old.
3. What are the standards for joining the police service?
Citizens selected for the police service must meet the following standards:
- Have a clear personal history.- Strictly adhere to the Communist Party's policies, the State's laws; have no criminal records, not under criminal investigation, not under surveillance, not in the time of being subjected to educational measures in communes, wards, commune-level towns, or sent to rehabilitation centers, mandatory educational institutions; have good moral qualities, trusted by local residents or workplaces.- Meet the political standards of officers and soldiers in the People's Police as prescribed by the Minister of Public Security.- Be high school graduates. Mountainous, island communes, ethnic minority regions, and areas with particularly difficult socio-economic conditions are allowed to recruit middle school graduates. Priority given to those with college, university degrees or higher, with expertise needed for the Police’s work and combat.- Have a balanced physique, not deformed, and meet health standards to perform police service as specified by the Minister of Public Security.
4. What is the procedure for selecting citizens for the police service?
The process for selecting citizens for police service includes the following steps:
Step 1: The head of the district-level police shall publicly notify on media outlets and post at the district-level police headquarters the criteria, conditions, required quantity, duration, and location for receipt of application documents from citizens registering for police service. The application period is at least 30 days from the date of the announcement.
Step 2: Citizens prepare the application dossier, including:
A resume according to the Police Ministry's template, certified by the People’s Committee of the commune where the person resides or by the institution where the person works or studies.
Copies of: Birth certificate, academic degrees, and certificates issued by authoritative state agencies (original copy or certified copy, or an original copy presented with a photocopy for comparison).
Certification of being a Youth Union member or Communist Party member (if applicable).
Military service registration certificate.
Step 3: Submit the application dossier to the district-level police where the citizen has permanent residence.
Step 4: The district-level police receive and review the application dossier.
Step 5: Issue a health examination order to the citizen as stipulated in Clause 2, Article 40 of the Law on Military Service. The health examination order must be delivered to the citizen 15 days before the examination date.
Step 6: Submit the final list of selected citizens to the Chairman of the district-level People’s Committee for approval.
Step 7: The head of the district-level police issues individual orders for each citizen to perform police service.
5. What is the duration of the police service?
According to Clause 3, Article 4 of Decree 129/2015/ND-CP, the police service duration is 3 years, starting from the date the citizen is enlisted.
However, the duration can be shortened if the individual falls into one of the following cases:
- Certified by the provincial or Police Ministry's medical assessment council as unable to continue service.- The only laborer directly supporting dependents who are incapable of work or not of working age or having a long-term illness listed by the Health Ministry in a family facing significant hardships; severe family damage caused by accidents, natural disasters, dangerous diseases.- Children of martyrs, children of war invalids of the first rank.- One sibling of a martyr.- One child of a second-rank war invalid; one child of a patient with 61% or more labor capacity reduction; one child of a person affected by Agent Orange with 61% or more labor capacity reduction.
